Warriors Sound: Reflections on the Playoffs Pause - Warriors.com

Warriors Sound reflects on the various emotional scenes centered around the pause of the NBA Playoffs on Wednesday, August 26th in Orlando.

Warriors broadcaster Bob Fitzgerald was in Orlando set to call the Bucks and Magic game on TNT with Jim Jackson and joined NBA TV to explain the events as they had unfolded on Wednesday. We also heard from former Warriors forward Chris Webber in Orlando.

The show concludes with a remembrance of legendary University of Arizona head coach Lute Olson who passed away on Thursday as Warriors head coach Steve Kerr joined Warriors Radio analyst and former Arizona teammate Tom Tolbert to talk about the passing of their college coach.

Local musician strings together a unique sound - WDIV ClickOnDetroit

There is a local musical artist who is pulling her own strings with her talent and career. Candice “Pretty Stringz” Smith is a violinist who is taking the classic instrument and giving it a modern twist. She joined Tati Amare live via Skype from her studio to talk about her music and upcoming album.

Smith has been playing the violin since she was young and stuck with it after wining several competitions as a youth. It was during her youth that she first started to develop her signature sound. As a teen, Smith convinced her band teacher to let her join the jazz band as a violinist, something that didn’t exist at the time. That moment inspired her, and since then she has been working to modernize the violin sound, with the help of an electric violin.

You can catch Candice “Pretty Stringz” Smith at The Beat Goes On this Wednesday, September 2nd at 7 p.m.. The Best Goes On is a music event that’s taking place instead of the annual Soaring Eagle Arts, Beats & Eats.

Four school board seats see unopposed races - Vevay Newspapers

 The deadline for candidates for the four Switzerland County School Board seats in this year’s General Election has now passed, and all four seats will have uncontested races in November.

  When the opportunity to file for office closed this past Friday at the close of the Switzerland County Courthouse, one candidate in each of the four districts had filed. That means that all four will begin four year terms on January 1st. School Board seats are non-political.

  • In Pleasant Township, incumbent Katie Collier will serve another term.

  • In York Township, incumbent Joshua Deck will serve another term.

  • In the Town of Vevay, Cliff Meyer will begin his first term on the board in January.

  • In Cotton Township, incumbent Amy Combs will serve another term.

  This year’s election day is Tuesday, November 3rd.

  Along with the school board seats, county voters will also elect candidates for several county offices:

  • The county will elect three “at large” members to the Switzerland County Council. There are three candidates from each party, with the three highest voter getters, regardless of party affiliation, being elected to four year terms.

  Republicans on the November ballot include: Lisa Fisher, Andrew Haskell, and Randy Leap.

  Democrats on the November ballot include: Rachel Schuler, Jason Scudder, and Melinda Turner.

  • Two County Commissioners — one from District 1 and one from District 2 — will be elected in November to begin a four year term in January of 2021.

  In District 1, Republican Grant Dean will be elected, as no Democrat candidate was placed on the ballot prior to the deadline.

  In District 2, a rematch of the 2016 election will take place as incumbent Republican Jerry Monjar faces Democrat challenger Lane Armstrong.

  • There will be a contested race for the office of County Coroner, as Democrat Ashley McAlister was slotted on the November ballot after the Primary Election. She will face Republican incumbent Clinton Earls.

  • Another contested race in November will be for the office of County Recorder. Incumbent Democrat Nancy Barker is being challenged by Republican Dawn Naylor.

  • The office of County Surveyor will also see a challenge, as Republican incumbent Brian McAllister will face off with Democrat Brian Craig.

  • Unchallenged and preparing for a four year term as County Treasurer is Republican Gayle Rayles. The former County Auditor will take office on January 1st.

  • Also unchallenged in the November election is Greg Coy, Judge of the Switzerland County Circuit Court.

Here's how Bears games will sound on TV despite empty stadiums - Comcast SportsNet Chicago

Bears starting running back David Montgomery's status for Week 1's opener in Detroit is very much up in the air after the second-year pro injured his groin in practice last week. His injury exposed one of the Bears' roster weaknesses — running back depth — and has led to questions about who will replace Montgomery in the starting lineup if he's out for a couple of games.

The candidates who are currently on the team include Tarik Cohen, Cordarrelle Patterson, and Ryan Nall. None of them inspire much confidence as a lead back. But a new contender may have just become available on Monday: Leonard Fournette.

The Jaguars released Fournette in a surprise move after failed attempts at a trade, according to multiple reports on Twitter.

Fournette was the fourth overall pick of the 2017 NFL draft and while his career hasn't been nearly as productive as his pre-draft hype predicted, he's been a quality NFL starter.

Fournette totaled 1,152 yards and three touchdowns in 2019 and has topped 1,000 rushing yards in two of his three seasons in the league. He had a career-high 4.3 yards per carry last year and, at times, ran like one of the league's toughest backs.

At just 25 years old, Fournette will have plenty of suitors for his services. He's a legitimate three-down starting running back whose best seasons are likely ahead. That said, his reported clashes with the Jaguars coaching staff will be a red flag as teams weigh the risks associated with signing a player who will have little choice but to sign a one-year deal in 2020 but could be a contract nightmare next offseason if he's productive.

Would signing Fournette make sense for the Bears? It's hard to argue why it wouldn't. 

Fournette will command something in the neighborhood of $4 million on a one-year deal in the open market. It'll be a classic prove-it deal for a player with a lot of juice left in his legs, and it's the pay he would've received in Jacksonville had he remained on the roster in 2020. The Bears have the cap space to make a move like that.

A one-two punch of Montgomery and Fournette would flip the identity of this offense from a group that doesn't have one to a Titans-like ground-and-pound attack. With Mitch Trubisky and Nick Foles vying for the starting quarterback job, it probably makes sense to feature a two-headed rushing attack as the primary gameplan on offense.

General manager Ryan Pace preaches competition (every year) as the key variable in getting the most out of players. Adding Fournette to the running back room will create that kind of competition (and insurance) in the backfield that this team needs right now.

FDA allows Sound Pharmaceuticals to test SPI-1005 as a novel treatment for COVID-19 - PRNewswire

SEATTLE, Aug. 31, 2020 /PRNewswire/ -- Sound Pharmaceuticals, Inc. (SPI) is pleased to announce that the FDA has allowed two Phase 2 studies to begin testing ebselen (SPI-1005) in COVID-19 patients. SPI is developing SPI-1005, a novel anti-inflammatory drug which was recently shown to inhibit nCoV2 activity and viral replication. 120 adults with moderate or severe disease will be enrolled in two randomized, double-bind, placebo-controlled trials (RCTs) and treated for 7 or 14 days with the oral drug. Separately, SPI will be utilizing the non-clinical and pre-clinical services program offered by the National Institute of Allergy and Infectious Diseases (NIAID). This will involve the expanded testing of ebselen both in vitro and in vivo, including a unique live animal model of COVID-19 transmission. "We are thrilled to announce the initiation of these critical Phase 2 RCTs and the continued testing of ebselen in non-clinical studies with the support of the NIAID," said Dr. Jonathan Kil, MD, Co-Founder and CEO of Sound Pharmaceuticals.

In a recent study published in the scientific journal Nature,1 Jin and colleagues detailed three major findings involving nCoV2, the virus responsible for COVID-19. First, they crystalized the main protease (Mpro) structure, a critical enzyme responsible for viral replication. Second, they identified several potential pharmacologic agents or drugs that inhibit Mpro activity, utilizing a structure-based virtual screening of >10,000 compounds including approved and investigational drugs, and other pharmacologically active compounds. Among the six compounds that showed significant inhibition of Mpro activity, ebselen demonstrated the lowest inhibitory concentration or IC50. Third, they screened the >10,000 compound library for viral load reduction in an in vitro cell-based assay, where ebselen demonstrated the lowest effective concentration or EC50. Mpro may be the first identified specific nCoV2 drug target that, when inhibited, could reduce viral load or virulence, and potentially mitigate the devastating course of COVID-19.

SPI-1005 is an investigational new drug that contains ebselen, a novel small molecule that mimics and induces the activity of Glutathione Peroxidase (GPx) in the inner ear, retina, brain, lung, and kidney. SPI-1005 represents a novel class of anti-inflammatory and is under clinical investigation in several neurotologic diseases where GPx activity is reduced including sensorineural hearing loss, tinnitus, ototoxicity, Meniere's disease, and in neuropsychiatric disease including bipolar mania and treatment-resistant depression. SPI-1005 is entering pivotal Phase 3 trials for the treatment of Meniere's Disease and is currently in a Phase 2b study involving Cystic Fibrosis patients with acute respiratory infections receiving IV antibiotics.

What Does A Bad Starter Sound Like - The Drive

There are about a thousand and one sounds a car can make when it’s deteriorating toward failure. You’ve got clunks from broken suspension parts, the hiss of a spent radiator, and brop, brop, brop of a flat tire. There are so many that it’s sometimes difficult to discern what’s what. That’s especially true of a bad starter. 

A car’s starter is a small electrical device that consists of the motor and a solenoid. When you crank the ignition, the solenoid uses the car’s battery energy and sends it to the electric motor. The motor then pushes a starter gear into the vehicle’s flywheel, and poof! ignition. But when the starter goes bad, you’re stuck.

What Sound Does a Bad Starter Make?

A bad starter’s tell-tale noise is loud clicking. It can either have a fast tempo, click-click-click-click-click-click-click-click or a slower lilt of click, click, click, click. No other part makes these noises when they fail, so if you hear either, you’re likely going to be on the hook for a brand-new starter.

How Do You Know If It’s the Battery or the Starter?

The battery and starter are inextricably linked. Yet, they fail in very different ways. To better diagnose issues with your battery or starter, The Drive has put together a list of the most common symptoms of a bad starter. 

Clicking

The easiest way to diagnose a bad starter is if it starts clicking when you turn the ignition or press the starter button. A bad starter may also continue clicking after the engine turns on, too. It should not attempt to start the engine after it’s already been started.

Accessory Failure

A second symptom is when the ignition’s Accessory detent doesn’t power your radio, HVAC, and other interior electrics. Or if everything is dim and intermittent. 

Smoking

You may also see smoke coming from underneath your car’s hood. Mechanical parts can experience heat-soak, if they’re repeatedly used and don’t engage properly, and cause enough friction that it starts smoking and could catch fire. 

Metal Grinding Noise

Before the starter starts smoking, however, you could hear metal-on-metal grinding coming from underneath the hood as you try to start the ignition.

  4. Remove any parts necessary to access the starter motor.
  5. Disconnect any connections running to the starter motor. 
  6. Remove the starter. 
  7. Replace the old starter with the new unit. 
  8. Reconnect any connections to the new starter you removed from the old starter.
  9. Replace any parts you had to remove to access the starter. 
  10. Lower the vehicle. 
  11. Reconnect the battery terminals.
  12. Crank the engine. 
  13. It may not fire right away, so give it a few tries.

Here's how Bears games will sound on TV this season despite empty stadiums - Yahoo Sports

There won't be any fans at Soldier Field for Bears games to begin the 2020 season, and it's anyone's guess whether there will be any at all this year. Teams around the league are setting their own attendance policy in light of the COVID-19 pandemic, but most clubs are taking the same approach as Chicago in an effort to promote social distancing as the novel coronavirus continues to wreak havoc in the United States.

In an effort to prevent an eerie silence as a result of fanless games on NFL Sundays, the league will use an innovative approach to making sure the home-viewer doesn't feel much of a difference in their viewing experience. 

According to the NFL's Director of Broadcasting, Onnie Bose, the league will use sound from each stadium over the last four seasons to replicate the in-game noise.

"Texans-Colts, CBS, Lucas Oil Stadium-we'll have authentic audio from Lucas Oil from the last four seasons to plug in," Bose told NBC Sports' Peter King.

As King pointed out, the NFL will pull crowd audio from each stadium (for example, the sound from the Lions-Packers Week 6 game last year will be used for their matchup in Week 2 this season) in an effort to feel as authentic as possible. With four seasons at their disposal and the NFL Films crew a big part of the process, there's a good chance the at-home experience will feel closer to normal than anyone could've predicted.

The 2020 NFL season is scheduled to kick off on Sept. 10 in Thursday night's opener between the Chiefs and Texans. The Bears kick off their season on Sept. 13 in Detroit.

BEIJING/SHANGHAI - Four of China’s five largest state-owned banks said they have increased their provisions against bad debt to brace for future losses due to the impact of the global coronavirus pandemic.

All five reported their biggest profit falls in at least a decade and an increase in soured loans when announcing their half-year results on Sunday and last week.

The results highlight the impact of the pandemic and the economic slowdown on Chinese banks as borrowers struggle to repay debt after months of lockdown and some sectors, such as those in the travel industry, labour to survive on lingering COVID-19 fears.

Second-quarter loan-loss provisions were up 61% to 436% compared to the same period last year at ICBC, CCB, AgBank and BoC, showed data from China International Capital Corp (CICC).

The crater in first-half profit was mostly down to provisioning ordered by regulators, said CICC on Monday, noting that second-quarter profit would otherwise have been 1.5% to 5.1% for those four lenders.

“In the foreseeable future, downward pressure of banks’ profit and revenue will continue to weigh,” said Wang Yifeng, an analyst with Everbright Securities, adding that banks will keep boosting provisions in the third quarter.

Net interest margins (NIM) - a key gauge of bank profitability - fell at Industrial and Commercial Bank of China (ICBC) (1398.HK) (601398.SS), the world’s largest commercial lender by assets, BoCom, CCB and AgBank.

But at BoC, NIM improved slightly to 1.82% from 1.8% three months earlier.

AgBank’s fell to 2.14% at the end of June from 2.17% at the end of March, while at ICBC it narrowed to 1.98% at the end of the second quarter, from 2.2% at the end of the first.

Non-performing loan (NPL) ratios rose at the big five banks during the reporting period, with that of ICBC increasing to 1.5% by the end of June from 1.43% three months earlier, and that of CCB rising by 0.07 percentage points in second quarter to 1.49%.

Chinese commercial banks overall posted a 9.4% drop in first-half net profit to 1 trillion yuan ($146.08 billion), according to data from the China Banking and Insurance Regulatory Commission.

By the end of the June quarter, the average non-performing loan ratio for commercial banks was at 1.94%, commission data showed, the highest since 2009.

Penn State Thespians To Host Virtual 'Sound Of Music' Auditions - Onward State

The Penn State Thespian Society will host auditions for its upcoming virtual production of “The Sound Of Music” through Zoom.

Auditions will begin from 6 to 9 p.m. on Monday, August 31 through Wednesday, September 2. Students can audition using a 30-second monologue and a 30-second a capella song similar to the show’s style.

Director Kelly McGarrey says she is very excited to take on the challenge of directing the first virtual performance in the Thespians’ long history.

“I hope that we can perform this show to the level that any of our on-stage mainstages are performed, and that our cast and crew and audience can experience any form of ‘live’ theatre, as actual shows in this pandemic are difficult to come by,” McGarrey said. “I’m really looking forward to the entire process to hear everyone’s amazing voices and get ourselves a great cast.”

Four Seasons Resort Nevis Planning October Reopening - Caribbean Journal

The Four Seasons Resort Nevis, one of the Caribbean’s leading luxury hotels, is planning to reopen in October, Caribbean Journal has learned. 

The Nevis resort is now accepting reservations for stays beginning Oct. 7, 2020, according to the property’s Web site. 

That date will come after St Kitts and Nevis’ planned tourism reopening of Oct. 1, as Caribbean Journal previously reported.

It will be the second major St Kitts and Nevis resort to reopen, with St Kitts’ ultra-luxe Park Hyatt St Kitts slated to relaunch on Oct. 1. 

“Upon reopening, their will be a screening procedure that may include temperature checking as well as a series of questions regarding health and recent travel,” the Four Seasons Resort Nevis said in a statement. 

The property will be relaunching with a host of new health and safety measures; that will include mandatory masks for all employees; a requirement for all guests age  10 and above to wear a mask or face covering when in “public indoor spaces on property and when receiving service while in their guest room.” (Guests age 2-9 are “strongly recommended” to wear masks).

It’s part of Four Seasons’ global “Lead With Care” health and safety program. 

Last year, the Four Seasons Nevis completed a two-year-long renovation project.

And while the resort has been shuttered during the pandemic, that hasn’t stopped a surge in real estate purchases at the property’s collection of villas, according to Caribbean Journal Invest.

Yankees don't sound concerned with Aaron Hicks injury scare - New York Post

The Yankees got yet another injury scare in the nightcap of their doubleheader against the Mets on Sunday, when Aaron Hicks left the 5-2, eight-inning win in the top of the fifth with cramping in both calves.

Hicks felt the cramps after he fouled off a 3-1 pitch from Chasen Shreve. After a visit from manager Aaron Boone and the training staff, Hicks continued the at-bat and took the next pitch for ball four. He trotted to first, but was replaced there by pinch-runner Brett Gardner.

“I don’t think it’s serious at all,’’ Boone said.

Hicks said he was “fine” and expects to be in the lineup Monday against Tampa Bay.

Earlier in the day, Hicks hit a game-tying, two-run homer in the bottom of the seventh in the Yankees’ 8-7, eight-inning comeback win in The Bronx.

The Yankees are already without Aaron Judge (calf) and Giancarlo Stanton (hamstring). Hicks has a long injury history. An already depleted outfield could hardly afford another loss.

Stanton has been out for three weeks and is still “not all the way out of the woods yet” in his recovery, according to Boone.

“He’s going through progressions,’’ Boone said of Stanton, who had a light rehab day Sunday. “He’s running about 75-80 percent. … We just want to make sure we get him to the finish line with the injury.”

Stanton last played on Aug. 8. He’s on the injured list along with Judge and there’s no telling when either outfielder might be ready to return with less than a month remaining in the regular season.


Zack Britton (hamstring) threw a bullpen session Sunday and Boone believes he’ll be back soon. The left-hander was able to sprint off the mound during PFP drills and Boone said he is expected back “this week.”

“He’s such an important piece to what we try to do around here all the time,’’ Boone said.

The Yankees have seen high-end relievers Chad Green, Adam Ottavino and Aroldis Chapman all surrender game-altering homers in recent days.

“We understand there’s gonna be pitfalls along the way,’’ Boone said. “Even in the most successful seasons a great reliever is gonna give up a game we have. We’re equipped to handle that. … Nothing really changes with the confidence we have in these guys. We look forward to them continuing to go out there and do their job the next time they get the opportunity.”


Gio Urshela had the game-winning single in Sunday’s opener after not playing since Wednesday with a bone spur in his elbow. He entered the game as a pinch-hitter in the fifth. Boone said Urshela felt discomfort in the elbow on a swing in his final at-bat in Atlanta on Wednesday, but the spur may have been there for a while.

“It was almost like a hyperextension, but the symptoms have dissipated a lot the last couple of days,” Boone said. “It doesn’t seem to be a real concern at this point. We feel like it’s fine.”

Gleyber Torres (hamstring) also was doing drills pregame.


Boone said Kyle Higashioka (oblique) is expected to rejoin the team in the “next couple of days.” Asked if the Yankees would then carry three catchers, Boone said, “We’ll see.”

They would risk losing Erik Kratz if they optioned him.


With the A’s-Astros game postponed Sunday due to a COVID case with Oakland, Boone said he remains “hopeful” MLB will finish the season.

“We’ve got to contain it on a large scale,’’ Boone said. “We haven’t had any cases going back to [Chapman] in summer camp [but] you can see [how] one positive test from another team playing another team changes your week and schedule in a hurry.”


Gerrit Cole will start Monday against Tampa Bay, setting up the rotation against the Rays, followed by Masahiro Tanaka and Jordan Montgomery. J.A. Happ will start Thursday’s makeup game against the Mets at Citi Field.

Eagles' Jalen Reagor likely to miss four weeks after leaving practice with shoulder injury, per report - CBS Sports

The Philadelphia Eagles endured a wave of misfortune on Sunday, their last training camp practice open to the media, with at least two prominent starters -- quarterback Carson Wentz and first-round wide receiver Jalen Reagor -- sustaining injuries. Wentz sat out from the start of practice for what the team deemed precautionary reasons but is reportedly only battling a minor soft-tissue ailment. Reagor, however, appears to be out for the foreseeable future following a shoulder injury suffered during the actual practice.

The Eagles have yet to receive or announce results from an MRI on Reagor's shoulder, but Geoff Mosher reports the "early word" is that the TCU product will be sidelined "about four weeks." That kind of timetable would likely prevent the rookie wideout from making his 2020 debut until October, or after the first three games of the season. The Eagles open their schedule on Sept. 13, and a four-week absence would put Reagor on track for a return on Sept. 27, the day of the team's Week 3 game against the Bengals.

According to Drew Davison of the Fort Worth Star-Telegram, Reagor was diagnosed with a "small tear in his labrum" but will not require surgery to return to the field. There's a chance the receiver could play in Philly's Week 2 matchup with the Rams, per Davison, but the current expectation is that he'll at least miss the club's season opener.

The MRI results will tell the final tale. Reagor went down on a play attempting to defend (i.e., making a tackle) following an interception thrown by rookie second-round pick Jalen Hurts, who replaced Wentz in practice. Credit Reagor for his intensity, but the Eagles would probably prefer he pulled up a bit, considering his importance to the team's offensive plan in 2020.

For what it's worth, the receiver appeared to indicate that his injury isn't too serious on Sunday night:

Reagor joined the Eagles as the team's 21st-overall pick in the 2020 NFL Draft, after they opted to not trade up and grab a falling CeeDee Lamb -- who then went to the rival Dallas Cowboys -- and instead seeing a ton of promise in the TCU prospect. A two-time All-Big 12 talent and having previously earned honors as Big 12 Offensive Freshman of the Year, Reagor has tremendous upside, and lands on a roster desperate for help at wide receiver. 

The 21-year-old also gives Philadelphia a prepackaged returner, having run for 312 yards and two touchdowns in punt return duties for TCU in 2019. What he isn't, however, is a defensive back.

The Eagles will now wait with bated breath to see the results of his MRI and hope he doesn't miss any time with the regular season opener against the Washington Redskins just two weeks away. Reagor is slated to have a big impact for the Eagles in Year 1, but he can't do it from the sideline.

ASIC vows four-year focus on technology - ZDNet

The Australian Securities and Investments Commission (ASIC) has announced it will focus on promoting "strong and innovative development" for the country's financial system.

The four-year focus, announced in its 2020-24 corporate plan [PDF] on Monday, will see ASIC make better use of data to inform its regulatory decisions by using artificial intelligence (AI) techniques, such as machine learning and text and voice analytic solutions.

It will also undertake new and recurrent collections of data, share data with other agencies, create partnerships with commercial data providers, embed automation and AI tools into its data governance practices, and forge new partnerships with domestic and international regulators and others to ensure it is using data the right way.

The four-year plan will also see ASIC address harms to consumers, investors, and markets that may arise as a result of technological shifts.

In facilitating advancements in technology that are beneficial to consumers, investors, and markets, the corporate regulator said it would also support the fintech, suptech, and regtech sectors through its innovation hub and newly announced enhanced regulatory sandbox.

Such guidance will include help in the context of new technology adoption necessitated by COVID-19.

In addition, ASIC has vowed to contribute to domestic and international discussions on innovation and cooperate with domestic and international regulators.

It said it would promote the application of regtech to deliver better regulatory compliance and consumer outcomes as well as for assessing and understanding the effect of new technologies on the competitive landscape of markets.

In an attempt to mitigate against potential harms arising from technological change, ASIC will also conduct surveillance of established and emerging markets where there may be threats of digital disruptions and harm, particularly where the risk has increased as a result of the pandemic.

ASIC will identify and address technology, security, and operational failures that result in harmful outcomes for consumers, investors, and markets, or expose them to fraud, as well as identify and address potential technological failures that may have a systemic impact on the market or the capacity for intermediaries and operators to comply with their obligations.

It is also planning on raising industry standards such as market integrity rules -- for market operators and participants for managing systems and controls -- and will review potential risk concentrations.

This will include supervising ASX's implementation of new infrastructure to replace the existing CHESS cash equities clearing and settlement system to "minimise risks and promote competition".

Internally, ASIC will be focusing on its people.

"We will continue to focus on building a resilient and agile workforce in response to change, particularly in the new remote working environment," it wrote.

"We will use data to help us make effective decisions on staffing and resourcing, and plan for succession and secondments to ensure we have the right skills to carry out our regulatory priorities.

"We will work to ensure our staff are equipped with skills across a wide range of areas such as data analytics, emerging technologies, supervision and enforcement, and stakeholder engagement to achieve our vision."

It said it will be recruiting and developing data management specialists, analysts, and engineers with relevant expertise to increase data literacy across the organisation as well as support and grow its data capabilities.

The regulator said it was also committed to strengthening its own technological and data capabilities over the next four years.

"We will continue to explore, pilot, and adopt the latest technologies to enhance our integrated digital platform through which to conduct our regulatory activities and achieve better outcomes for consumers and stakeholders," ASIC said.

It hopes to achieve this by improving the way it collects, governs, uses, and shares data, and in doing so, streamlining the way it interacts with regulated entities and the way they interact with it. The regulator hopes this will facilitate more efficient processes for regulated entities to help them achieve compliance.

ASIC will also pilot new technology to "support more efficient management of the use and provision of legal services"; expand its cloud footprint to reduce operational complexity; leverage recent investments in enforcement technology and investigative analytics; collaborate with vendors as well as other regulators on emerging technologies that support its regulatory remit; use technologies to help provide a safe working environment; and upgrade its market surveillance systems to more effectively use cloud technologies and data analytics to support surveillance work.

Here's what pregnant orcas are up against in Puget Sound - The Columbian

When Dr. Holly Fearnbach and Dr. John Durban noticed the bodies of two female southern resident orcas widening just behind their dorsal fins, they knew it could mean only one thing: babies.

On July 26, they announced that a killer whale identified as L72 was pregnant. Soon after, they delivered news that Tahlequah, whose traumatic journey with her dead calf captured international attention two years ago, is also expecting. The world erupted in celebration. Adding newborn whales to the endangered southern resident population, which has dwindled to 73 animals, would be a big deal, and Fearnbach says she can now confirm there are pregnancies in all three pods that make up the population. But Fearnbach, marine mammal research director of Sealife Response, Rehabilitation and Research, and many whale researchers like her hesitate to celebrate.

“There are always pregnant whales in the population, but most pregnancies are not successful,” Fearnbach says, either because the pregnant whale miscarries or the calf dies. Fecal sample studies from the University of Washington show that 69 percent of pregnant southern resident whales lose their babies before birth or soon after. To the best of our limited knowledge, between 37 percent and 50 percent of calves don’t survive their first year. Scientists usually avoid announcing pregnancies at all, but Fearnbach and Durban felt the announcement could reinforce their call to give whales more space and inspire more formal requests from management agencies.

Knowing about an orca pregnancy means holding your breath. Orcas having one of the longest gestation periods of any mammal, and the southern residents have very low birth rates. There have been only two births in the three southern resident pods since Tahlequah lost her calf.

“The low birth rate in general is very concerning, so I’m not going to downplay that, but in general, wild mammals have a high calf loss rate just because it’s so hard, especially for first-time moms,” says Dr. Dawn Noren, a physiological ecologist and a research fishery biologist with the National Oceanic and Atmospheric Administration.

Each stage of early orca motherhood comes with physical and emotional hurdles, and negative human impacts on Puget Sound make things even dicier.

“One doesn’t want to be a Negative Nancy,” says Dr. Deborah Giles, a researcher with the University of Washington Center for Conservation Biology, “but there’s a lot of trepidation mixed in.”

Early days

Expectant orcas gestate for 18 months, with six-month trimesters. “I think it has to do with the complexity of their brain, but a lot of it is simply that they’re big animals,” Giles says.

Most knowledge of pregnancy comes from the veterinary study of captive orcas. Detecting early pregnancy requires blood- and urine-based hormone tests on animals in captivity, or taking breath or fecal hormone samples in the field from 6,000- to 8,000-pound females.

“Just being able to get a blood test from an orca is huge,” says clinical veterinarian Dr. Hendrik Nollens, who tracked three complete gestation periods in his 13 years as a clinical veterinarian at SeaWorld and now works on conservation medicine with the Pacific Marine Mammal Center.

NOAA’s Noren says, “We rely on chance, and it’s hard and getting harder when they’re not around as much.”

Keeping up with a pregnancy in the wild is difficult, largely because researchers can’t count on taking regular samples from whales on the move — or even seeing them. Orcas reach sexual maturity at age 12, and while they can get pregnant at any point in the year into their 40s, they tend to conceive in the spring.

Researchers like Nollens say healthy orcas are more likely to become pregnant, but a few elements need to be present: a male orca of reproductive age; a cycling female orca that’s receptive to him and doesn’t have reproductive diseases; and quiet space and time to conceive.

After conception, things quiet down for the first trimester. “Everything that happens happens internally,” Nollens says. “It is really not a terribly taxing period. You could walk past a pregnant orca and not realize it.”

Within three weeks of conception, researchers can confirm pregnancies with hormone tests, Nollens says. “But it’s entirely based on laboratory results. There’s nothing else that you would pick up on.”

Celebration, waiting game

At approximately four months, researchers can identify pregnancies from ultrasounds. At approximately six months, a pregnant orca will display that widening bump, which can be identified as a pregnancy from the air. This is how Fearnbach and Durban identified the pregnancies of L72 and Tahlequah, by analyzing drone images.

Over the next year, the fetus continues to develop into a 350-pound calf, and the mother’s progesterone levels decrease as she continues gaining between 500 and 600 total pounds — a fraction of her 6,000 to 8,000-pound weight.

The two pregnant southern resident orcas are likely in their second or third trimester, Nollens says. Van Ginneken suggests the pregnancies are late stage.

In the past two months of a cetacean pregnancy, he says, “you can start to see signs that mama’s feeling a little ‘blah’ “: decrease in appetite, discomfort and possible bacterial infections like bursella that cause late-term miscarriages in other cetacean species. But compared with everything that can go wrong at or following conception or birth, the odds that something will go wrong with these two pregnant animals in the next few months is more limited, he says.

But if the mother does lose her calf, she and the entire orca community must overcome the emotional loss. Whales are highly family bonded, and the UW’s Giles says their family members may know of a pregnancy through echolocation. “It’s like living with moving and breathing ultrasound [machines] all around you, called your mom and brother and sister,” she says. “It’s physically taxing, It’s medically taxing and dangerous, And then it’s emotionally taxing for these individuals to continuously get pregnant,” Giles says.

In some pregnancies, late-term calves can become ticking time bombs in their mothers’ bodies. If a grown calf dies, gets stuck and releases bacteria in the birth canal, the mother can die.

Calves that do make it through the birth canal need to swim to the surface and take their first breath immediately. The calves’ flukes and dorsal fins are floppy in utero, but calves come out tails first over one to two hours so their fins have time to harden in the cold water. “Calves can be successful when they’re born head first, but they don’t have that functional paddle,” Nollens says, noting calves usually get assistance from other females.

Throughout this process, there’s another threat on the perimeter: male orcas, which can become aroused during childbirth and act aggressively toward the calf if females don’t keep them away. Nollens says he’s heard reports of newborns with rake marks, and thinks it’s likely they’re from males that tried to get access to a mom or calf during birth.

The feeding challenge

Of all the stress points in a whale’s pregnancy, lactation and weaning require the most work. “Pregnancy is cheap — it’s lactation that is hard,” NOAA’s Noren says.

When orcas give birth, their caloric needs skyrocket, Nollens says, which means they must work harder to feed themselves and provide 40 percent fat whale milk to help their newborn grow quickly. “If a killer whale has unlimited access to food, the food intake within days will go up 50 percent,” Nollens says.

This responsibility can be overwhelming. “Most of these females already have other offspring that they also need to support, so it is a huge demand to support themselves, nurse their young calf and help support other offspring and family members,” Fearnbach says.

It can take two to three years, depending on whom you ask, to gradually wean a calf, which is entirely dependent upon its mother until it learns to forage. Dr. Astrid van Ginneken of the Center for Whale Research notes that where fish are scarce, weaning takes longer because calves have fewer fish to supplement their nutrition.

Dozens of researchers, policymakers and stakeholders have spent the past few years coordinating a $1.1 billion plan to save Puget Sound’s orcas from low food availability, as well as ocean disturbance and pollution. While all southern residents suffer from the effects of these factors, it’s especially pronounced for mothers and their newborns.

All of those threats compound each other, and researchers are split on which ones are worse. “I know some people are really about, ‘It’s only the prey, only the prey,’ and other people are, you know, anti-boats, I think it’s not that simple,” Noren says.

“In my opinion, to save these whales, we have to be laser focused on the food issue, and then secondarily the toxicants issue,” Giles counters.

The nearby transient orca populations, which prefer more polluted yet more abundant sea mammals (like Steller sea lions, gray whales, minke whales) over salmon but get more to eat, still have low calf mortality and smaller intervals between females’ pregnancies, which some researchers think supports the idea that food availability is the prime issue. “If the whales had enough to eat, the toxicants would not be as much of a problem,” Giles says.

To stay pregnant, an orca needs to eat up to 300 pounds of fish a day; this amount increases during pregnancy and lactation. Southern resident orcas evolved to prey on plentiful 100-pound chinook, but the average size of those salmon today is 10 to 15 pounds, and there are fewer of them.

But ocean disturbance from vessels makes foraging harder. Echolocating whales need quiet and space to be able to forage effectively, especially when their pods are spread out and they need to communicate.

“Whales and dolphins will stop eating when there’s too much noise and too many vessels around or close approaches, and that is a problem I feel like could really have a detrimental effect on a lactating female,” Noren says.

That’s the time when orca mothers need to put their energy into protecting and feeding their calf. Calves nurse from out of their mothers’ lines of sight, and mothers might not let calves nurse if they think they need to protect them, Nollens suggests.

If they don’t have good access to fish, or spend a lot of time disturbed by boats, they start relying on bodyfat to make milk. Wild whales lose weight rapidly, and oftentimes wind up skinny.

“And then you add the layer of pollution,” Nollens says. “It really is an uphill battle.”

A second try

Every miscarriage is traumatic, but there is a silver lining. Orcas have better chances at a healthy calf when they conceive soon after a miscarriage, Giles says.

Many of the legacy pollutants that pose threats to whales’ physical and neurological health are lipophilic, meaning they can stow away in that fatty blubber. The presence of those pollutants doesn’t seem to matter for a calf in utero, possibly because of the placental barrier, but it matters a lot during lactation.

When a whale mom metabolizes blubber to make milk, those legacy pollutants become milk ingredients. For first-time moms, that might mean offloading a significant portion of pollutants — collected over 12 years — into their baby’s systems.

However, if they gestate their calf for a long time, lose it, and conceive again quickly, they have less time to accumulate toxicants before nursing a second calf.

“In a way, getting pregnant and giving birth is a cleansing thing for the mom, because she’s just gotten rid of all the toxicants, which is kind of a creepy, weird thing to think,” Giles says.

For whales like Tahlequah and L72, which have both given birth before, that could be a good thing. “I’m hopeful that [Tahlequah’s] baby, because of how pregnant she is, must have been conceived fairly shortly after she let go of her other baby. And therefore she hasn’t had very much time to bioaccumulate toxicants,” Giles says.

Ultimately, a mother’s work is never done, Nollens says, and each calf adds to her workload. “Calves may become nutritionally independent at three years of age, but they’re still socially dependent on mom,” he says. “They still rely on her for guidance and protection.”

Four UAlbany students suspended as school probes off-campus parties - Times Union

ALBANY  — The University at Albany has suspended four students after investigating off-campus parties where campus leaders fear coronavirus could get a toehold.

A fifth student has been thrown out of campus housing for an on-campus incident but can continue to attend classes, college officials said.

The moves come as fall classes resumed at the university and as some students spent evening hours at off-campus parties. Since last weekend, the university had a number of staff members touring off-campus student housing areas looking for violations of social distancing and mask-wearing rules.

College officials around the state fear a return of college students - and parties tied to student life - will trigger a burst of new coronavirus cases and force the closure of campus. State University of New York Chancellor James Malatras on Sunday said SUNY Oneonta's campus will be closed for two weeks while the state deals with an outbreak among more than 100 students and faculty members. Five students and three campus organizations were suspended at Oneonta for hosting parties

An UAlbany student tested positive for the coronavirus two weeks ago but it was unclear if anyone has gotten sick after attending an off-campus party or an illegal on-campus gathering.

"We have a collective moral obligation to protect the health of the community we call home, and there is no margin for carelessness," UAlbany President Havidán Rodríguez said in a written statement released Sunday. "The vast majority of UAlbany students are taking this obligation seriously because they understand the stakes and know that being on campus is a privilege. It is time for the rest to get on board, or go home."

Rodríguez said the dean of students office had staff "on the ground" in midtown this weekend. In addition to scrutinizing the midtown neighborhoods popular as off-campus housing, the office was "reviewing social media posts in an effort to identify any members of our community acting irresponsibly."

"Any UAlbany students found to have endangered those around them by disregarding common sense public health precautions will face serious penalties – up to and including suspension or dismissal," he said.

Albany has an off-campus community popular with students that is tucked in housing near the downtown UAlbany campus and the College of Saint Rose. Late Friday and early Saturday, a reporter and photographer from the Times Union visited the area around Hudson Avenue and Quail Street,  spotting many students wearing face masks but others were not. Many gathered in clusters outside of homes.

New kind of weekend for returning college students in corona era

Albany Police Department cruisers drove around the neighborhood, patrolling and waiting to remind students of the ban on having more than 50 of their friends over to hang out.

Rodríguez was outraged by the scene UAlbany staff found.

"The large gatherings this weekend in midtown Albany should anger anyone concerned about the health of our community. And they should embarrass anyone who participated in them," he said.

UAlbany urged anyone who attended parties — whether or not they are UAlbany students – to monitor themselves for symptoms and get tested for COVID-19. UAlbany students can get tested through Student Health Services, the New York State COVID-19 hotline (1-888-364-3065) or by visiting https://covid19screening.health.ny.gov.

The results of testing and contact tracing will not be shared with the student conduct office, the university promised.

The Cardinals got a head start on next weekend’s final cuts.

Via Darren Urban of the team’s official website, the Cardinals released four players Sunday.

Those waived were tight end Ryan Becker, offensive lineman Steven Gonzalez, cornerback Zane Lewis, and defensive end Adam Shuler. All four were undrafted, the kinds of guys who missed opportunities to impress their teams (or other teams) in preseason games.

Teams have to reduce from the current 80-man limit to 53 by Saturday.
