Watchdog Found CBP Did Not Authorize Sound Cannon on Border - Documented

The Department of Homeland Security’s Office of Inspector General found U.S. Customs and Border Protection seemingly stayed within the department’s use of force policy when it fired tear gas at migrant caravans attempting to enter the United States on Nov. 25, 2018 and Jan. 1, 2019. But it also found the Border Patrol did not fully comply with CBP policies when it used an acoustic device in an “alert tone” mode to disperse the migrants, as it did not have advance authorization to use the device. Using a device like that to disperse a crowd may cause permanent hearing damage. Homeland Security Today

Immigration Enforcement Hurts Mental Health of Latino High School Students

Immigration enforcement has had a significant effect on the mental health of Latino high school students, according to a study from researchers at the Migration Policy Institute, University of Houston and Rhode Island College. The researchers evaluated hundreds of self-assessments from Latino students in 11 high schools across the U.S. and interviewed dozens of education professionals. More than half of the students reported symptoms of conditions like anxiety, post-traumatic stress disorder and depression “at levels high enough to warrant treatment.” Almost a third of the students in the study said they had changed their behavior due to enforcement fears. Government Slows Down Deporting Children

The federal government has recently slowed down its deportation of children caught crossing the border. Under a mandate from the Center for Disease Control and Prevention, Border Patrol agents rapidly deported unaccompanied minors caught crossing the border during the COVID-19 pandemic. But in recent weeks, about 30 minors each day were handed over to migrant shelters, following laws that grant special protections to children crossing the border alone. About 2,400 unaccompanied minors were apprehended crossing the border in July, a rise from previous months but down from pre-pandemic numbers. The rapid deportations are currently facing legal challenges. The Wall Street Journal

ICE Postpones Citizen’s Academy

ICE announced Thursday it had postponed its planned Citizens Academy in Chicago until 2021. The academy is a six-week course where people visit detention centers and learn about the agency’s handling of detainees. The move comes after a widespread backlash against the academy from local politicians and immigrant’s rights groups who said it would encourage vigilantism. ICE said the postponement was due to the ongoing COVID-19 pandemic, and that planned to launch the academy in spring 2021. But local activists still claimed victory, saying the move was due to their protests. National anti-ICE groups had also flooded the agency with fake applications for the academy. Block Club Chicago

Wage Theft Spikes During Recession

The ongoing recession could lead to a spike in wage theft, which disproportionately affects immigrants. During the 2008 recession, the rate of minimum wage violations increased in unison with the unemployment rate, according to a paper released on Thursday by the Washington Center for Equitable Growth. That likely means more than 20 percent of low-wage workers were paid less than the law requires in April, the report estimates. Workers fall prey to wage theft because they don’t have many alternatives for income during a recession, and because labor regulators are on overload. Immigrants, especially the undocumented, are particularly vulnerable to wage theft because their precarious statuses make it hard to fight unfair employers. The New York Times
