President-elect Joe Biden will take various actions over ten days to address four intersecting crises, his incoming chief of staff said in a memo to staff on Saturday.
A dozen or so executive actions, which may include executive orders, presidential memoranda, and directives to Cabinet agencies, are planned for Jan. 20, Biden’s Inauguration Day.
“We face four overlapping and compounding crises: the Covid-19 crisis, the resulting economic crisis, the climate crisis, and a racial equity crisis,” wrote Ron Klain, Biden’s incoming chief of staff.
“In his first ten days in office, President-elect Biden will take decisive action to address these four crises, prevent other urgent and irreversible harms, and restore America’s place in the world,” Klain wrote.
The New York Times initially reported on Klain’s memo.
Several of Biden’s actions will start reversing some of President Donald Trump’s most contentious policies. The initial orders will include a reversal of Trump’s travel ban on several Muslim-majority countries, and rejoining the Paris climate pact.
Some orders will be aimed at controlling the coronavirus pandemic or blunting its economic impact, including a previously-announced request to the Department of Education to extend the existing pause on student loan payments.
Nationwide restrictions on evictions and foreclosures will also be ordered, and Biden will launch a “100 Day Masking Challenge” by issuing a mask mandate on federal property and inter-state travel.

Klain said the list wasn’t exhaustive. “Additional actions will be added as they complete a final legal clearance process,” he wrote. Spreading out the orders over several days will also better “highlight” the actions, he said.
Biden has pledged since his election to take action on “Day One” of his administration to address a range of campaign promises, including on climate change, immigration and taxes.
Typically “Day One” is more a rhetorical concept for any new administration, with actions often rolled out over days, weeks or longer.
And only some of Biden’s campaign promises can be achieved via executive action. Some will be dependent on the levers of the federal government; others, notably the plan for a $1.9 trillion coronavirus economic relief package, will be up to Congress to enact.
