Metro today joined the California Department of Transportation (Caltrans) and other local and state officials to announce the completion of 5.4 miles of new sound walls along State Route 170 and Interstate 405 in the North Hollywood area of Los Angeles.
The new $103-million sound wall project will bring freeway noise relief to the residents of North Hollywood, Valley Glen and Valley Village. Sound walls were completed specifically along State Route 170, from US 101 to Sherman Way, and along Interstate 405 from Saticoy Avenue to Roscoe Boulevard. The project also included the widening of eight bridges to support the sound walls without widening the lanes.
Construction of this sound wall project began in 2017 and it is now substantially complete. The project team will later add landscaping to help stabilize the slopes and beautify the right-of-way. Plantings are expected to be completed by fall 2023.
With the expanding transportation system in Los Angeles, which includes adding more freeway lanes and High-Occupancy Vehicle lanes, or carpool lanes, the noise emanating from the freeways has increased for residents who live adjacent to these high traffic structures.
To reduce the noise emanating from freeways and to improve the quality of life for sensitive receptors such as schools, parks, churches and residential neighborhoods, sound walls have proven to be effective in reducing the decibel levels from some of Los Angeles’ busiest freeways.
This project is part of a larger effort by Metro and Caltrans to construct 230 miles of freeway sound walls throughout Los Angeles. New sound walls were funded by Metro’s 2008 voter-approved Measure R transportation sales tax measure as well as Proposition C that was passed by county voters in 1990.

QUOTES
“This sound wall project is the latest milestone in our collective efforts to fill the many sound wall gaps along Los Angeles County’s extensive freeway system,” said Glendale City Council Member and Metro Board Chair Ara Najarian. “With every new sound wall project we build, we will continue to bring freeway noise relief to more Angelenos. I’m glad that Metro and Caltrans are working together to deliver this sound wall project to San Fernando Valley residents.”
“Since the 170 Freeway first sliced through the East Valley, the neighborhoods surrounding the freeway have been pleading for sound walls to relieve them of the incessant traffic noise and the damage it causes to the quality of their lives,” said Los Angeles City Councilmember Paul Krekorian, who is also the Valley’s representative on the Metro Board. “Throughout my time in the State Assembly and on the Council, I have been fighting for funding for these sound walls and to ensure that the entire project moved forward. It’s taken 15 years, but at long last, the residents and homeowners of the East San Fernando Valley are now getting the relief they deserve.”
“While I am fully committed to expanding our transit and commuter rail system, investments in our highway system continue to play an important role in the mobility of Valley residents,” said L.A. County Supervisor and Metro Board Member Kathryn Barger. “As we consider adding carpool lanes on our freeways, we must ensure that Valley residents receive relief from freeway noise.”
“Sound walls are small but mighty as they give people a definition of community. They provide a measure of quiet. And once they’re built, they become a part of the fabric of the state highway system,” said Godson Okereke, Caltrans District 7 Deputy Director of Maintenance. “Caltrans’ maintenance crews will be dedicated to maintaining the sound wall.”
“I am proud that we, in partnership with Caltrans, were able to deliver this project for the people of North Hollywood, Valley Glen, and Valley Village,” said Metro CEO Stephanie N. Wiggins. “This wall helps mitigate freeway noise and improves the quality of life for the residents of the corridor. Thank you to the 1,100 construction and tradespeople and the team at Metro who helped make this project a success.”
